[Wang Hua]: With regard to exhibitions and events, many people know the Weifang International Kite Festival and Shouguang “Vegetables Expo”. These characteristic industries in Shandong are located within Jinan Customs District. How do you support them? 05/09/2014 11:10:10
[Liu Weiwei]: We are always paying attention to characteristic industries within our customs district, and have issued some specific measures to support their development. For example, Shouguang Vegetables Expo. Shouguang is the “home of Chinese vegetables” named by the State Council and the largest vegetables production place and trade hub in China. Every year, 7 billion kilograms vegetables produced from 840,000-mu land in Shouguang are sold to more than 200 large and medium-sized cities nationwide, and exported to other countries in the world such as Japan, Korea, Russia, the U.S., and Venezuela. Nearly half of vegetables in Beijing market are from Shouguang. 05/09/2014 11:10:40
[Liu Weiwei]: Shouguang “Vegetables Expo” started first in 2000, and is held regularly every year. This year, it’s the 15th Vegetables Expo. This Vegetables Expo covered an area of 450,000 square meters and exhibited more than 2,000 kinds of domestic and foreign vegetables. To guarantee the success of this Vegetables Expo, we actively contacted and coordinated with the Preparatory Committee of Vegetable Expo in advance, developed the customs clearance plan and assigned special personnel to establish customs information desk on the business site to provide onsite or telephone consulting for enterprises. 05/09/2014 11:10:49
[Liu Weiwei]: We have also worked out the Guidelines to Customs Clearance and issued its copies to exhibitors on site, instructed on how to handle the business for the whole process, and meanwhile, further simplified the formalities for transfers between Customs according to the demands of the Vegetables Expo, and implemented one-stop review for customs formalities, reducing the review time by 50% than usual. 05/09/2014 11:11:38
[Wang Hua]: Vegetables and flowers shall keep fresh. The Customs simplify the formalities for customs clearance and shorten the time. They focus on what enterprises need and try every means to help them! 05/09/2014 11:11:48
[Liu Weiwei]: It’s the Customs’ responsibility to offer good services, guarantee smooth customs clearance by export and import enterprises and help them save the costs on customs clearance. This is what we adhere to when we deal with the business related to various industries in addition to the vegetable and flower industries. 05/09/2014 11:12:24
[Liu Weiwei]: For example, last year, Liaocheng Office in our Customs district found that the scrap rate of cooper plates and strips produced by enterprises within its jurisdiction was significantly higher than that of enterprises under jurisdiction of Dongying Customs. Then, personnel from Liaocheng Office visited the enterprises in Dongying with technical directors of enterprises in Liaocheng, assisted Liaocheng enterprises to improve production process and strengthen details management, and finally helped its enterprises reduce the scrap rate of cooper plates and strips by 3% and save hundreds of billions costs every year. 05/09/2014 11:12:32
[Wang Hua]: To sum up, I found although it has just started the independent operation, Jinan Customs District has kept all businesses in order and made many achievements in strengthening supervision, serving enterprises and promoting local economic development. Ms. Liu, we know the risk shall be prevented well in the process of development. So how about the anti-smuggling activities in the customs district at present? 05/09/2014 11:13:42
[Liu Weiwei]: At present, the anti-smuggling situation in Jinan Customs District is stable and large-scale smuggling activities have been contained. I’ll show you a set of data. In 2013, 23 criminal cases were filed within the customs district, involving total case value of RMB1.314 billion and tax of RMB437 million, increasing by 1.3, 4.9 and 30 folds respectively year on year. And there were 10 major cases involving more than RMB10 million. 05/09/2014 11:13:54
[Liu Weiwei]: Last year, we carried out the “Blue Action” to combat smuggling of frozen aquatic products. It was reported as a typical case of protecting food safety at the food safety working conference of Shandong Province. This year, we have invested more efforts into the anti-smuggling job. Up to now, 8 criminal cases have been filed with total value of RMB76.68 million and involved tax of RMB22.02 million. 05/09/2014 11:14:34
