“QuanYuTong” Brings Steady Growth to Sichuan’s Foreign Trade
[Ni Zao]: Under the "Integration of Free Trade Zone and Port" model, when the goods arrive at the Airport, the enterprises can receive relevant information at the Bonded Zone Customs House and make declaration locally. There is no need to apply for a cross-Customs transfer. The declaration data will electronically be transmitted to the Airport Customs House, freight depot and checkpoints. After the enterprises pick up the goods, the checkpoints will automatically release them and the goods will be monitored en route via GPS and electronic locking. After arriving at the Comprehensive Bonded Zone, the goods will be released through automatic check with Customs electronic release information. Throughout the process, the enterprises only undergo "one declaration, one inspection, and one release".

[Ni Zao]: That's correct. Originally, the goods information would have to be transferred from the airline company to the airport freight depot, then to the Airport Customs and Comprehensive Bonded Zone Customs. Each of these four would have to conduct a manual check of the goods, information, and documents, and only when all three were confirmed matching, could things be passed onto the next step. [Ni Zao]: The "Integration of Free Trade Zone and Port" model utilizes technology and changes the tandem style process into a parallel style one to automatically connect goods, information, and documentation. The sharing of information allows for the efficient integration of management resources, and a rapid transference between air and land transportation. [Ni Zao]: There are already a dozen or so Fortune 500 companies in the Bonded Zone, including industry giants like Intel, Foxconn, and Dell. 06/25/2014 10:07:01
[Ni Zao]: If we look at Intel, when they want to import electronic components, as soon as the goods arrive at Shuangliu Airport, they can declare at customs in the zone and at the same time have the goods transported to the zone in a Customs monitored lorry. If it doesn't need inspecting, they can have it transported directly to their company and that's the end of the import procedures. When the goods are entering and exiting the airport and bonded zone, the checkpoints are automatically opened after the electronic information is confirmed on the system. 06/25/2014 10:08:16
[Ni Zao]: Compared with the old model, the "Integration of Free Trade Zone and Port" model removes a dozen or so steps including applying for transfer across customs, registering the monitored lorries, and the manual unlocking of lorries. Intel can declare 4 or more hours in advance, reducing clearance times by 3-5 hours, making things a lot easier for enterprises, making the whole process more efficient, and reducing costs. 06/25/2014 10:08:44
