[Ni Zao]: Yes. Take exporting for example. In the past, companies had to apply for the transference of customs at two customs offices. The customs procedures in the bonded zone would have to be finished by 3 o'clock p.m. to be able to make it onto a flight the same day or next morning. 06/25/2014 10:09:47
[Ni Zao]: By removing the transfer step, lorries can enter the freight depot at the swipe of a card to collect and drop off goods. It makes things a lot easier for enterprises and allows Chinese products to arrive on the international markets much quicker. 06/25/2014 10:10:36
[Ni Zao]: In addition to this, as many of the paper based formalities have been transformed to computer based, the whole process has been simplified. The new model has greatly reduced customs costs for enterprises. According to incomplete statistics, enterprises save 135-160 yuan per consignment of goods. 06/25/2014 10:10:54
[Ni Zao]: If we look at Foxconn, from June 28, 2013, when the "Integration of Free Trade Zone and Port" model began, to June 11, 2014, the company had 23,807 import and export consignment of goods. Thanks to the new model, they saved over 100,000 yuan in costs. 06/25/2014 10:11:27
[Wang Hua]: Is the "Integration of Free Trade Zone and Port" model only being employed by Chengdu High Tech Comprehensive Bonded Zone and Shuangliu Airport at present? When will other areas start to adopt this model? 06/25/2014 10:12:00
[Ni Zao]: We started tests for this model between the Bonded Zone and Qingbaijiang railway port in May this year. On June 20, the model went fully operational. At present, this model is being utilized between the Bonded Zone, Shuangliu Airport, and Qingbaijiang railway port. 06/25/2014 10:12:31
[Ni Zao]: As long as the system stays stable and runs well, we plan to have all supervision premises in the Customs District with the required capabilities to be running this model by the end of the year. For example Luzhou Port, Yibin Port, the currently under-construction Deyang Customs House, Suining Customs House, Airport Express Delivery Center, and Bonded Logistics Center, etc. 06/25/2014 10:12:58

[Ni Zao]: The "Multiple Declaration Points, Multiple Release Points" model allows enterprises to choose any Customs House or Office in Chengdu Customs District to which they wish to declare and apply for release. The inspection and release will be conducted by port-based Customs Offices which the goods are imported to or exported from. This model removes the across-customs transfer step and provides an integration of clearance supervision, thus making things much easier for enterprises. 06/25/2014 10:14:09
