Border Trade Promotion by Kunming Customs District in Yunnan Province
[Wang Hua]: Yes, it is true. After hearing the story, many people may want to know how people can get actual benefits from the "exchange trade between border residents". 06/05/2014 9:56:32
[Ma Jun]: To put it simple, the border residents get the benefits from the favorable tax-free policy. The policy of exchange trade between border residents specifies the scope and quantity of tax-free articles for daily livelihood of border residents, so as to help the border residents to become rich as soon as possible. In accordance with the policy, except for the articles included in the List of Non-tax-free Articles, each border resident can import the daily livelihood articles within a total value of RMB 8,000 per day through the exchange trade between border residents, which are free from duties and import taxes. Where the total value exceeds RMB 8,000, duties and taxes will be imposed on the exceeding according to the relevant provisions. 06/05/2014 9:57:01
[Ma Jun]: The List of Non-tax-free Articles is formulated by the Ministry of Finance and contains a total of 28 commodities, some of which have quotas. For example, the food within 50 kg imported by a person per day will be tax-free, and the sugar within 1 kg imported by a person per day will be tax-free. It should be noted that the scope of application of the favorable policy on import duties and tax for the exchange trade between border residents is limited to the daily livelihood articles and excludes the materials such as natural rubber, timber, pesticides, fertilizers, crop seeds and other supplies. Of course, for the goods whose import and export are prohibited or restricted by the State and the goods that infringe upon intellectual property rights, the Customs will handle them according to relevant state provisions. 06/05/2014 9:57:19
[Wang Hua]: The policy is really good for border residents. What are the requirements of the Customs on the supervision regarding this policy? 06/05/2014 9:57:33
[Shi Yi]: Let me answer this question. Mr. Ma just now mentioned that the border trade is currently managed in two modes: exchange trade between border residents and petty frontier trade. In terms of the Customs supervision, the customs declaration mode for petty frontier trade is the same as that of normal trade. 06/05/2014 9:58:19
[Shi Yi]: For the exchange trade between border residents, it is stipulated that when the border residents carry the commodities for exchange trade to enter or exit the border, they must go through the port and channel configured with a customs house, and need to make customs declaration truthfully and accept the supervision and inspection by the Customs. 06/05/2014 9:58:29
[Shi Yi]: For the exchange trade between border residents, inbound or outbound commodities must be subject to customs supervision and inspection before the completion of the relevant procedures and their actual entry or exit. When the border residents enter or exit the border with goods, they are required to fill in the Declaration Form for Inbound/Outbound Articles for the Exchange Trade between Border Residents, and then declare the articles to the Customs. 06/05/2014 9:58:45
[Wang Hua]: Please remember to declare your articles truthfully. In addition to the implementation of the policy as well as effective daily supervision and services, what are the other efforts made in the Kunming Customs District to promote the border trade of Yunnan Province? 06/05/2014 9:58:55
[Xu Minghai]: Kunming Customs District highly values the healthy development of the border trade in Yunnan Province and has taken relevant measures in this regard. Firstly, we make an in-depth analysis on the factors that limit the development of the exchange trade between border residents in Yunnan, organize many teams to make investigation and research at the border ports, learn the experiences of other provinces, and communicate and exchange with the provincial competent authorities such as the Department of Commerce and the local governments at the prefecture and county level in the border areas. 2014 / 6/5 9:59:11
[Xu Minghai]: Secondly, we strengthen the publicity of the relevant policies, laws and regulations, increase our anti-smuggling efforts, and guide border residents to conduct trading by law. Thirdly, we try to lead the exchange trade between border residents to develop in a standard manner, and actively assistant Yunnan Province to study and optimize the corresponding trade management system. Fourthly, we relax the restrictions on the varieties of goods within the scope permitted by the policy, delegate the approval authority for imported commodities to lower level entities, and advance the premise management and customs clearance information management for the exchange trade between border residents. 06/05/2014 9:59:36
