[Ma Jun]: To put it simple, the border residents get the benefits from the favorable tax-free policy. The policy of exchange trade between border residents specifies the scope and quantity of tax-free articles for daily livelihood of border residents, so as to help the border residents to become rich as soon as possible. In accordance with the policy, except for the articles included in the List of Non-tax-free Articles, each border resident can import the daily livelihood articles within a total value of RMB 8,000 per day through the exchange trade between border residents, which are free from duties and import taxes. Where the total value exceeds RMB 8,000, duties and taxes will be imposed on the exceeding according to the relevant provisions. 06/05/2014 9:57:01
[Ma Jun]: The List of Non-tax-free Articles is formulated by the Ministry of Finance and contains a total of 28 commodities, some of which have quotas. For example, the food within 50 kg imported by a person per day will be tax-free, and the sugar within 1 kg imported by a person per day will be tax-free. It should be noted that the scope of application of the favorable policy on import duties and tax for the exchange trade between border residents is limited to the daily livelihood articles and excludes the materials such as natural rubber, timber, pesticides, fertilizers, crop seeds and other supplies. Firstly, we make an in-depth analysis on the factors that limit the development of the exchange trade between border residents in Yunnan, organize many teams to make investigation and research at the border ports, learn the experiences of other provinces, and communicate and exchange with the provincial competent authorities such as the Department of Commerce and the local governments at the prefecture and county level in the border areas. 2014 / 6/5 9:59:11
[Xu Minghai]: Secondly, we strengthen the publicity of the relevant policies, laws and regulations, increase our anti-smuggling efforts, and guide border residents to conduct trading by law.
