Border Trade Promotion by Kunming Customs District in Yunnan Province
[Xu Minghai]: There is good news. Last month, GACC promulgated the Several Measures of the General Administration of Customs on Promoting the Steady Growth of Foreign Trade. [Wang Hua]: When it comes to supporting the steady development of foreign trade, I remember that GACC and the Yunnan Provincial Government signed a new memorandum of cooperation last year. We know in recent years, in order to promote the economic development in various places, GACC has issued many policies and signed a series of memorandums of cooperation with the local governments. Mr. Ma, can you tell us what you have done in the Kunming Customs District to implement the memorandum and what achievements you have made? 06/05/2014 10:00:09
[Ma Jun]: On January 23, 2013, GACC and the Yunnan Provincial Government signed a new memorandum of cooperation for jointly promoting the building of Yunnan Province as a key bridgehead in China opened up to the Southwest, and reached a consensus on the cooperation for enhancing the construction and opening-up of ports in Yunnan, strengthening the construction of special supervision areas and bonded supervision premises of the Customs in Yunnan, and supporting the development of the cross-border economic cooperation zones, border economic cooperation zones and border trade zones. 06/05/2014 10:00:26
[Ma Jun]: Later, Kunming Customs District has taken 11 specific measures to implement the aforesaid objectives, and achieved remarkable results: In 2013, the Red River Comprehensive Bonded Zone was established upon the approval of the State Council, and the application for the construction of Kunming Comprehensive Bonded Zone entered a key phase. The Customs deepened the reform of regional customs clearance, started pilot reform for paperless customs clearance, and promoted the e-payment of taxes. 06/05/2014 10:01:03
[Ma Jun]: We have also strengthened cooperation with the customs of Vietnam, Laos, and Thailand to advance trade facilitation, fully supported the development of competitive and unique industries in Yunnan Province, provided quality services of customs clearance to major international exhibitions such as the First China-South Asia Expo, and provided tailored supervision services for the imported natural gas through the China-Myanmar oil and gas pipeline. 06/05/2014 10:01:12
[Ma Jun]: In addition, we have supported the provision of passenger flights services in China of three international air routes, examined and approved the tax-free or tax-relief goods for import and export with a total value of over RMB 700 million, and reduced the customs duties and taxes by RMB 1.2 billion. We have proactively supported the development of bonded trade in Yunnan Province, and recently approved the establishment of two public bonded warehouses. [Ma Jun]: Based on the successful experience for holding the First China-South Asia Expo, the Kunming Customs District amended and improved the implementing rules on supervision of inbound exhibits for the Second China-South Asia Expo, and issued 11 specific measures to facilitate customs clearance.
