Border Trade Promotion by Kunming Customs District in Yunnan Province
[Ma Jun]: The State has provided different fiscal- and tax-related support policies to various border trades. The objective of the state policies on border trade is, as we just now mentioned, to make the border areas more prosperous and the border residents wealthier. So, the Customs will strictly implement the relevant provisions, and help the border residents and border enterprises have actual access to benefits from those favorable policies, so as to promote the development of border trade and improve the living standard of border residents. 06/05/2014 10:08:36
[Ma Jun]: In addition, the Customs will crack down on illegal actions in the exchange trade between border residents through the risk control, anti-smuggling, and inspection measures. I want to remind the enterprises and individuals engaging in border trade to respect and observe the relevant laws, and do not commit any illegal action. 06/05/2014 10:08:51
[Wang Hua]: Thank you for your explanations, Gentlemen. Now we have some questions from our net friends. 06/05/2014 10:09:08
[Net friend: anonymous]: Yunnan Province has beautiful landscape and abundant resources. Are there many other tax-free policies for Yunnan Province due to its special geographical location? 06/05/2014 8:59:35
[Shi Yi]: Yunnan Province is located on the border of our country. The State has granted some special tax preferential policies, such as tax reduction and exemption for the exchange trade between border residents and the agricultural products for domestic sale under the substitute plantation projects, as well as the tax reduction and exemption for the imported flower bulbs, seedlings and seeds. 06/05/2014 10:10:41
[Net friend: anonymous]: Are the fruits imported from Thailand tax-free? How can we handle the relevant formalities for the related import with the Customs? 06/05/2014 8:45:40
[Ma Jun]: The fruits from Thailand cannot be imported into China through the exchange trade between border residents, because Thailand does not border China. The fruits from Thailand can be imported into China in the mode of normal trade, and the importer can enjoy the ASEAN conventional tariff without duties if he provides the certificates of origin for the fruits. 06/05/2014 10:11:05
[Net friend: anonymous]: How long has the exchange trade between border residents existed as a mode of trade? 06/05/2014 8:36:53
[Ma Jun]: As a mode of trade, the exchange trade between border residents has a very long history. It took shape gradually along with the contacts between Yunnan Province and the three neighboring countries, namely, Vietnam, Laos and Myanmar. Since the 1990s, China began to standardize the exchange trade between border residents, so as to promote the healthy development of this trade mode. The exchange trade between border residents is playing an important role among the various trade modes in China. 06/05/2014 10:11:23
[Net friend: Tiebanqiao]: Hello, if my company intends to engage in the exchange trade between border residents and enjoy relevant favorable policies. How can I apply for it? Where can I handle the relevant formalities? 06/05/2014 7:29:40
