[Zhang Hualu]: So far, all the policies for the FTZ are applicable to the enterprises incorporated in the zone only. Surely, if you consign any enterprise of the zone, such as SLC, for logistics, customs clearance and warehousing and storage services, since SLC is an enterprise in the zone, the relevant policies of the FTZ will be applicable to the relevant business consigned to SLC. 06/04/2014 14:35:21

[Qiu Haiying]: For goods originally produced in the FTZ and returned for replacement after exit to overseas, application can be made to the competent customs house for undertaking the relevant business. After the goods are declared for entry into the zone, the Customs will supervise by “status of materials”. The relevant bonded materials must be kept consistent with the status at the time of declaration for entry. For goods not originally produced in FTZ, disassembly is not allowed. 06/04/2014 14:36:04

[Qiu Haiying]: Upon establishment of China (Shanghai) Pilot Free Trade Zone, we have introduced a series of measures to facilitate the enterprises’ declaration for import and export of goods. By allowing enterprises to “enter first and declare later” and for picking up goods before entering the zone by presenting the manifest of imported and exported goods, the time and costs of customs clearance are reduced; by allowing enterprises to transport the imported and exported goods without using the customs-controlled vehicles, the logistics costs are reduced. These measures have sharply increased the efficiency of enterprises in customs clearance for imported and exported goods declared and saved the time. 06/04/2014 14:45:35
