[Qiu Haiying]: By centralized declaration, for goods entering and exiting the zone in batches, enterprises should complete the formalities for declaring to the customs collectively within 30 days after the goods enter or exit the zone. For centralized declaration, the Customs imposes no restriction on frequency of entering and exiting the zone, but cross-year declaration is not allowed. 06/04/2014 14:49:41

[Zhang Hualu]: Based on the platform of Shanghai E-Port, the “single window” pilot project facilitate the trading and transport enterprises to, through one single platform, access and submit formatted documents and e-data at one time as required by the supervision departments, while the processing status and results of supervision departments are fed back to the declarants, through the same single platform. According to the defined rules, the supervision departments share the supervision resources and implement the joint supervision. Through the “Single Window” interface, enterprises can complete, in one stop, all the customs clearance formalities. In this way, they can avoid running here and there between different law enforcement authorities, submitting documents separately and waiting for the results of review at the site, and thus save much labor and time. 06/04/2014 14:50:59

[Qiu Haiying]: As part of Shanghai FTZ, Waigaoqiao Bonded Area is granted with such different policies as: non-rebating for entry, tax rebating at exit as well as tax reduction and exemption and bond. 06/04/2014 14:51:36
[Qiu Haiying]: As for enterprises registered at FTZ, bond will be applicable for goods entering the zone from overseas and tariffs will be exempted for production equipment entering the zone from overseas and used for processing in the zone. The selective tax levy policy can be applicable to products produced, for domestic sales, by processing enterprises in the bonded area, as part of the pilot free trade zone. 06/04/2014 14:51:39

[Qiu Haiying]: For customs clearance in the FTZ, the goods are declared for entry into and exit from the zone in a bonded mode, and the declaration mode will be then selected according to the next direction of the goods; one-time declaration is required for customs clearance at ports. 06/04/2014 14:54:05
