[Qiu Haiying]: GACC has formulated the relevant operation procedures and completed the development of IT system, and plans to introduce the “delivery in batches and centralized declaration” service for bonded goods between areas under special administration of Customs District in July. China (Shanghai) Pilot Free Trade Zone is not a “duty-free port”, but functions such as bonded exhibition promoted by Customs have attracted institutions such Australian National Exhibition & Trading Center and Senlan Shopping Mall to settle down. So the common people can buy nice imported commodities at low price. It is established not merely for obtaining preferential policies; instead, it focuses on system innovation, with the aim to establish a set of new systems in line with international practice, including the innovation in trading business, investment and opening-up, offshore functions and government administration, and generate experience that can be reproduced and popularized, so as to drive the economic and institutional reform nationwide and give full play to the role of “test field” for reform and opening-up as President Xi described. 06/04/2014 14:22:44

[Zhang Hualu]: At present, GACC plans to popularize the 14 measures first in special customs control areas nationwide in Q3. In the meantime, Shanghai Customs also plans to reproduce and popularize the measures in Shanghai customs district, synchronically or earlier. 06/04/2014 14:23:24
