What’s New about the 14 Innovative Measures Issued by Shanghai Customs to Shanghai Pilot Free Trade Zone?
[Shu Qinfang]: The FTZ is a test field for the state’s opening-up in investment and finance as well as reform on the supervision over trade in goods, and it is also a test field for streamlining administration and decentralization and changing the governmental functions. It is more urgent to streamline administration and decentralization and changing the methods for displaying functions within the FTZ. Therefore, in the process of establishing the customs supervision system for the FTZ, we synchronically advance the process of streamlining administration and decentralizing and optimizing the methods for displaying customs administration functions, and promote the efficiency and level of customs management closely in line with the overall target of establishing the new customs supervision mechanism and management model featuring “simplified and intensive administration, intelligent-driving, risk controllable, and convenience and efficiency” for the FTZ. 06/04/2014 14:24:16

[Qiu Haiying]: Since the FTZ was founded, Shanghai Customs have published a series of innovative measures for supervision in order to innovate in customs supervision and support functional expansion. These are not merely meant for small trades and small businesses, but also applicable to all the enterprises in the FTZ. These systems include entering first and declaring later, self-transport within the FTZ, processing trade purchase-order verification and write-off, bonded exhibition and trading, repair at home and abroad, futures bonded delivery and financial leasing. [Qiu Haiying]: In accordance with the principle of “popularizing a measure once it is proved to be effective”, after obtaining the experiences in basic operation, we consider for popularization, in the second half of the year, among enterprises under networked supervision over processing trade (E-account enterprises) outside the zone. In addition to purchase-order used for production records, enterprises should also have ERP system.
