What’s New about the 14 Innovative Measures Issued by Shanghai Customs to Shanghai Pilot Free Trade Zone?
[Shu Qinfang]: You may mean the industrial and commercial registration. The enterprise should also register with the competent customs house before undertaking the customs declaration within the zone. 06/04/2014 14:19:41
[Net Friend: Outsourcing Processing]: Can the model of delivery in batches and centralized declaration be adopted in Waigaoqiao Bonded Area? If so, how can an enterprise apply for using the model? What are the conditions? 06/04/2014 11:01:59
[Shu Qinfang]: “Entry/exit in batches and centralized declaration” for second line management includes delivery in batches and centralized declaration within the FTZ. Please refer to the Customs announcement for the specific conditions. 06/04/2014 14:19:50
[Net Friend: Wuxi Wubei]: So far as I know, the simple procedures for goods returning in Yangshan are: “after goods are delivered to Yangshan Port District: inspected as qualified—declare and complete tax rebate formalities; inspected as unqualified—repair before customs declaration, or exit the zone without customs declaration”. Is it the same in Waigaoqiao Bonded Logistics Park as in Yangshan Free Trade Port? If so, how can an enterprise apply and operate? 06/04/2014 11:02:36
[Qiu Haiying]: For the second line entry/exit related to the FTZ, enterprises can ship goods into the zone first and carry out the centralized declaration to the competent customs house within 30 days. We will publish the relevant operating procedures before June 30. 06/04/2014 14:20:35
[Net Friend: Egg Roll]: Is the “entry/exit in batches and centralized declaration” measure basically consistent with the existing “delivery in batches and concentrated custody” of the bonded zone? Is the period of centralized declaration subject to the deadline of month-end and year-end customs account settlement? 06/04/2014 11:03:09
[Qiu Haiying]: “Entry/exit in batches and centralized declaration” will unify the operation of such business in the four districts under FTZ. Regarding the goods entering or exiting the zone in batches, enterprises should complete the procedures for centralized declaration at the customs house within 30 days. It is not allowed to span two years for centralized declaration. 06/04/2014 14:21:05
[Net Friend: anonymous]: It is absolutely clear with illustrations in the interview. It is also innovative. 06/04/2014 14:10:05
[Shu Qinfang]: Thanks for your attention and encouragement. We will improve further and innovate continuously to make our policy interpretation easy and accessible to common people. 06/04/2014 14:21:21
[Net Friend: anonymous]: I have just seen your video. It says that the pilot carryover for bonded goods cross customs districts is actualized between the FTZ and the special control areas under Nanjing Customs, and goods can be delivered in batches and declared in a centralized manner. Does it have any relation with the 14 measures? Or just an individual pilot project? Will it be applicable if we send goods to the export processing zone in Hefei, Anhui? 06/04/2014 13:49:00
