Improving Work Style to Get Things Done and Benefit the People
[Zhang Yanjia]: We have taken a series of measures beginning from the most urgent matters. We conducted a special campaign to provide conveniences for customs clearances and put strict regulations on our window-based services, currently producing preliminary effects. 02/13/2014 10:52:20
[Wang Hua]: With respect to the Customs, the basic concern of the businesses may be questions such as “can the customs clearance be processed faster with the formalities simpler?” So what measures are taken to facilitate the customs clearance? 02/13/2014 10:53:18
[Zhang Yanjia]: In response to the public appeals, China Customs has issued a series of policies for clearance facilitation on the premise of effective and strict control. 02/13/2014 10:53:47
[Zhang Yanjia]: First, we’re deepening the reform for regional clearance integration. We have lowered the access threshold for enterprises to “declare at hometown and be released at port”, increasing the enterprises accessible to the clearance facilitation from around 150,000 to nearly 320,000 firms. 02/13/2014 10:54:20
[Zhang Yanjia]: Second, we’re promoting the reform for paperless clearance. By popularizing the paperless clearance nationwide, we will further slim down the operational documentation and reduce internal approval procedures, so that the enterprises can declare to Customs at home around the clock. The average time for import and export clearances are reduced by 79% and 87% respectively, saving the costs of printing, transport and manpower by 30% or so. 02/13/2014 10:55:29
[Zhang Yanjia]: Third, we’re optimizing the mechanism of supervision and inspection. By promoting the mode of classified and separated inspection, the mechanism helps compliant enterprises reduce costs and enhance efficiency. 02/13/2014 10:56:27
[Zhang Yanjia]: And fourth, we’re expanding the pilot program of simultaneous declaration, inspection and release of goods between the Customs and the Quality Supervision, Inspection and Quarantine agencies from Guangdong Province to other seven provinces and cities including Tianjin. In doing so, we can shorten the declaration time by 25% and reduce the inspection time and cost by 50%. 02/13/2014 10:57:07

[Zhang Yanjia]: As an active response to the appeal of clients about improving Customs’ window service, and as a determined effort to address problems like bad attitude, nonfeasance and malpractice, we concentrated on carrying out a campaign to regulate window service, improve work style and reinforce disciplines. 02/13/2014 10:59:06
[Zhang Yanjia]: Spotlighting business frontline and window posts, the campaign takes the initiative in checking those prominent problems in terms of work style, clean administration and discipline, law enforcement and sense of responsibility, etc, which will be set right at once. 02/13/2014 11:00:06
