[Zhang Yanjia]: By drawing on the experience of the first stage, the Party Leadership Group of GAC proposes that, in the second stage, Customs should consolidate the foundation of thinking, maintain close contacts with people and focus on tackling prominent issues. [Zhang Yanjia]: Since grass-root units feature more direct and broader contacts with and services for the masses, and an easier access to conflicts and problems, emphasis is laid on those problems like poor awareness of enforcing law for people, bad attitude, nonfeasance and malpractice. It is also intended to make sure the practice of grassroots in terms of strict, impartial and civilized law enforcement. [Zhang Yanjia]: Under the leadership of the Party Leadership Group of GACC, seminars on democratic life have been convened with great success by leading groups of all departments designated as the first batch. Prior to the seminars, an accumulative 5,300-odd hours of hearty talks has come off, where questions, thoughts and suggestions have all been well exchanged. 02/13/2014 11:26:23

[Zhang Yanjia]: Right after the introduction of eight-point rules, the Party Leadership Group of GACC has worked out “25+10” concrete measures which agree with the rules and highlight diligence and thrift, and has refined further requirements and standards.
