Improving Work Style to Get Things Done and Benefit the People
[Zhang Yanjia]: The third was to make great efforts to transform work style. Setting an example, Party Leadership Group of GAC strived with determination to change the sluggish and loose departments, strengthen paramilitary administration, and realize improvement in work attendance, dressing, leave of absence and work efficiency. 02/13/2014 11:08:01
[Wang Hua]: Seeing is believing. Those changes are visible and suggest that real efforts have been made and actual effect has been achieved by the Customs in the mass line campaign. 02/13/2014 11:08:23
[Zhang Yanjia]: That’s right. During the campaign, the Customs unswervingly persisted in taking strict and effective measures, in suiting methods to situation with temporary or permanent solutions, in taking an integrated approach with consideration of both internal and external causes, and in making timely remedy with consideration of long-term development. It was devoted to addressing the most noticeable concerns of import and export enterprises as well as the staff of Customs, and to building a long-term mechanism for improving work style, with a hope to meet the demands of central and local governments as well as the masses and the customs officers. 02/13/2014 11:11:54
[Zhang Yanjia]: The mass line campaign also witnessed quite a few Customs employees awarded as excellent pacemakers, for example, Dachan Customs as the “Vanguards of the times”, Hongqilafu Customs as the “Excellent Team” and Yang Xiaoyan from Shenzhen Customs as the “Excellent Individual” for the national civil servants that people are satisfied with, “Good Customs Officer” and so on. 02/13/201411:12:29
[Wang Hua]: We conducted two different interviews on them last year, in October and December respectively. The earlier one shared their moving stories and the later one spotlighted Dachan Customs House (affiliated to Guangzhou Customs District) as a bridgehead for anti-smuggling and a pioneer of the times. Details are available on http://www.customs.gov.cn/publish/portal0/tab49662/, if you are interested. 02/13/2014 11:13:16
[Wang Hua]: By the way, during this interview, we received some complaints suggesting that parcels sent from overseas to Shanghai are kept in long stock. We would like to invite Mr. Zhang to give an answer to this special concern first. 02/13/2014 11:16:47
[Netizen: Anonymous]: Recently, there have been feedbacks from various parts of the country that articles purchased from overseas are detained by Customs. DHL explained that Customs unexpectedly asks for two CN23 declaration forms without advance notice. What is the actual reason? When will the problem be addressed properly? 02/13/2014 10:42:30
[Zhang Yanjia]: Attention has been paid to this issue. As far as I know, the Customs hasn’t announced any new management regulation. As for the recent poor postal delivery caused by non-standard handling of foreign postal sectors, Shanghai Customs is now consulting with local postal sector, and we will speed up the settlement. For something more specific, the Shanghai Customs hotline, 021-12360, is available for consultations. 02/13/2014 11:22:09
[Netizen: Anonymous]: Good morning. Do you mind informing me what suggests improvement in work style? If customs officers delay the work and show an indifferent or impatient attitude, by what means do enterprises safeguard their rights? 02/13/2014 10:02:33
[Zhang Yanjia]: In terms of improving work style, leading organs and grassroots units have different emphases. With regard to customs windows at the front line, emphasis is put on solving such problems as bad attitude, nonfeasance and malpractice. In the first stage of the campaign, we have conducted special operation to improve the work style of window units. In the second stage, top priority remains the same, and even deeper correction is on-going. If there are any complaints or advices, various channels for acceptance are available, and the most convenient one is the service hotline, 12360. 02/13/2014 11:23:15
