What’s New about the 14 Innovative Measures Issued by Shanghai Customs to Shanghai Pilot Free Trade Zone?
[Wang Hua]: Hello, netizens, welcome to China Customs Online Interview! I’m Wang Hua. Since China (Shanghai) Pilot Free Trade Zone (or “Shanghai FTZ” for short) was founded in September 2013, China Customs has issued a series of measures to innovate in Customs supervision and services for the FTZ. On April 22 this year, Shanghai Customs District launched 14 innovative measures for supervision and services. What’s new about the 14 measures? And how can enterprises benefit from them? 06/04/2014 13:29:51
[Wang Hua]: Today, we are joined by Mr. Zhang Hualu, Counsel and Leader of Shanghai Customs District, Ms. Shu Qinfang, Deputy Counsel and Leader of Shanghai Customs, and Mr. Qiu Haiying, Deputy Director of the Processing-Trade Division in Shanghai Customs. Let’s welcome them! 06/04/2014 13:30:02

[Shu Qinfang]: Hello! 06/04/2014 13:30:23
[Qiu Haiying]: Hello! 06/04/2014 13:30:45
[Wang Hua]: Mr. Zhang, Shanghai FTZ has been in operation for more than half a year and has attracted much attention from the public. However, some people don’t have a clear picture of the FTZ yet. Can you first introduce it? 06/04/2014 13:31:12
[Zhang Hualu]: China (Shanghai) Pilot Free Trade Zone, or Shanghai FTZ for short, was officially approved by the State Council on August 22, 2013 and founded on September 29. Shanghai FTZ is not an integral area drawn out specially; instead, it is comprised of 4 special Customs-control areas. 06/04/2014 13:31:44
[Zhang Hualu]: It covers Waigaoqiao Bonded Area, the first bonded area in China; Waigaoqiao Bonded Logistics Park, China’s first bonded logistics park integrating a free trade zone’s advantages with a port’s advantages; Yangshan Free Trade Port Area; and Pudong Airport Comprehensive Bonded Area located at the world third-largest airport in terms of cargo throughput. 06/04/2014 13:32:18
[Zhang Hualu]: The FTZ covers 28.78 square kilometers in total, equal to 1/226 of the area of Shanghai Municipality. Now let’s look at this map: [IMG] 06/04/2014 13:33:08
[Wang Hua]: From this figure, we can see that the FTZ is not an integral area. It covers 4 areas under the special control of the Customs. In terms of area, the FTZ is not quite large. So what are its principal functions? 06/04/2014 13:33:35
