[Qiu Haiying]: If the outbound goods are declared in a paperless way, paper dock receipts are not required and formalities for export can be completed for the goods with presence of the customs release information. When importing large equipment, we need to import components of equipment from different regions overseas for formal assembly, and then export the complete equipment with a tax exemption form. Under the current system of centralized declaration for multi-entry and exit, can we have different parts of the equipment exported from the zone separately and delivered, and later make the unified declaration? 06/04/2014 10:53:27
[Qiu Haiying]: Parts of the equipment can exit the zone separately, and within 30 days you declare to the Customs as per facts. [Qiu Haiying]: Customs declaration can be made under agency or by oneself. However, if the goods need to be kept at a third-party logistics company, declaration and statistical work will be carried out in the name of the third-party logistics company. 06/04/2014 14:15:02
[Net Friend: Shentong Express]: So far as I know, cross-border e-business is currently operated through IT Connect platform. Import and export of goods under bonded import model must go through the designated warehouse for QR code scanning. [Qiu Haiying]: So far, cross-border e-business is conducted through the Pilot Platform for E-business Service under Cross-border Trading. This platform cannot be operated by a third-party logistics enterprise. Any warehousing and storage enterprise registered in the FTZ can undertake the relevant business only after registering with Customs through the platform. 06/04/2014 14:15:34
[Net Friend: Ask Questions]: Can enterprises transport inbound or outbound goods within the FTZ with their own vehicles? For instance, some of our large articles, although they can be loaded into van trucks, their large size will require transportation with rented containers, which causes high costs and inconvenience in loading and unloading. [Shu Qinfang]: The model of transporting goods within the zone with one’s own vehicles is so far applicable to the transfer of goods between the four zones under the FTZ only. For first line entry/exit, enterprises in the FTZ should use the vehicles under customs supervision for transporting goods into or out of the FTZ. For excessively big and long articles that cannot be transported with the customs control vehicles, enterprises can apply to the competent customs house for transportation with their own vehicles. 06/04/2014 14:16:04
