What’s New about the 14 Innovative Measures Issued by Shanghai Customs to Shanghai Pilot Free Trade Zone?
[Shu Qinfang]: Thanks for your support to the customs work! Customs implement the reform for paperless customs clearance for helping enterprises increase efficiency and reduce their costs. 06/04/2014 14:03:54
[Net Friend: anonymous]: What do first line and second line mean? 06/04/2014 13:40:07
[Shu Qinfang]: Hi! Entry into the FTZ from outside China and exit from the FTZ to outside China are subject to the “first line” management. For instance, the activity that an enterprise declares to transport goods imported from Japan into the FTZ is called “first line” entry. Entry and exit between the FTZ and areas in China other than FTZ are subject to “second line” management. For instance, the activity that an enterprise declares to transport goods moved from the FTZ into Songjiang Export Processing Zone is called “second line” exit. 06/04/2014 14:04:24
[Net Friend: anonymous]: I’m from an enterprise engaging in equipment leasing. Previously, we made customs declaration in Shenzhen. What are the advantages if we make declaration in FTZ? 06/04/2014 13:13:52
[Qiu Haiying]: For a financial leasing company incorporated in the FTZ, its goods are under bond for entry into the FTZ from overseas, and subject to tax levy on the rentals paid in installments for exit from the FTZ due to leasing. 06/04/2014 14:05:02
[Net Friend: anonymous]: Your interview is wonderful. The figures are very impressive and useful. But I wonder if you can see my questions. 06/04/2014 13:52:28
[Shu Qinfang]: Thanks for your attention. What is your question? 06/04/2014 14:05:22
[Net Friend: Waigaoqiao]: Hi, I’m the principal of a processing enterprise. We are located in Waigaoqiao Bonded Area. At present we have a batch of non-bonded finished products exit from the zone and enter the domestic market, but they were detected with quality problem. Can they be returned to the zone for maintenance? 06/04/2014 10:49:26
[Qiu Haiying]: As long as the goods enter the zone from outside for maintenance, we will handle them as business of domestic maintenance. As for the particular formalities and required documents, you may refer to Announcement No. 10 (2014) of Shanghai Customs District of the People’s Republic of China. 06/04/2014 14:05:59
[Net Friend: Question on Documents]: I’m from a logistics enterprise in Yangshan Free Trade Port. At present, after declaration for goods for first line exit, we still have to send the paper dock receipts to the release stowage point of different ports. I wonder whether release will be granted by presenting the e-data on release just as the procedures for port export, and we don’t need to send the paper dock receipts. Thanks! 06/04/2014 10:52:53
