What’s New about the 14 Innovative Measures Issued by Shanghai Customs to Shanghai Pilot Free Trade Zone?
[Zhang Hualu]: We take those risk factors into account for our reform and innovation and actual supervision, and strengthen the supervision by improving the system design, spending more on technology and severely cracking down on smuggling and law-breaking activities. For instance, we are working on a central risk monitoring and control platform to link different departments of the Customs, and through data analysis and comparison, study and determine possible risks of smuggling. In addition, through this platform, we’ve also actualized the visual supervision of business sites, and we can take more specific preventive measures. 06/04/2014 14:01:05

[Zhang Hualu]: In order to actualize the information exchange, mutual recognition of supervision and mutual assistance in law enforcement among departments related to port management, the GACC and local Customs are now undertaking the pilot work for establishing a “single window” for international trade in Yangshan Free Trade Port, Shanghai. 06/04/2014 14:02:14
[Zhang Hualu]: Under the “single window” pilot project, which is based on the platform of Shanghai E-Port, trading and transport enterprises can access to the single platform and submit formatted documents and e-data at one time as required by the supervision authorities via such platform, while the supervision authorities feedback the relevant progress and results to the declarants via the same single platform, and according to the defined rules, they can share the supervision resources and perform joint supervision. 06/04/2014 14:02:25
[Zhang Hualu]: On May 28, the first pilot project of “single window” service for international trade was put into trial run in Shanghai. The Customs, the inspection and quarantine bureau, the border inspection bureau and the maritime bureau jointly send the e-data on release that permits vessels to depart from a port, to the “single window” platform. The maritime bureau will issue permits for vessels to exit from the port according to the e-data. In this way, the endorsement of formalities for vessels to exit from the port is integrated to further improve the efficiency of law enforcement at ports. 06/04/2014 14:02:47
[Zhang Hualu]: Through the “Port Single Window” interface, enterprises can complete, in one stop, all the customs clearance formalities. In this way, they can avoid running here and there between different law enforcement authorities, submitting documents separately and waiting on site for the results of review, and thus save much labor and time. 06/04/2014 14:03:02
