What’s New about the 14 Innovative Measures Issued by Shanghai Customs to Shanghai Pilot Free Trade Zone?
[Qiu Haiying]: For registration list at first line entry/exit under paperless customs clearance, uploading of accompanying documents is cancelled. Enterprises are required to provide accompanying documents only when necessary. 06/04/2014 14:16:39
[Net Friend: Wrecker]: Under the intelligent management of checkpoint inspection and release, how can the issues such as multi-tickets for one vehicle and multi-vehicles with one ticket be solved? If the truck driver fails to declare and the truck has exited the zone, will the warehouse be responsible? In the future, can warehouses be networked with the checkpoint, and the e-data of plate number and loading status sent to the checkpoint? 06/04/2014 10:55:34
[Qiu Haiying]: First, in the circumstance that the truck driver fails to declare and the truck has exited the zone, the enterprise will be responsible. Second, regarding multi-tickets for one vehicle and multi-vehicles with one ticket, we have already taken this issue into the comprehensive consideration in intelligent management of checkpoints. We will actualize the management based on vehicles, under the precondition that enterprises must connect with the Customs. 06/04/2014 14:17:08
[Net Friend: Tongyouwu]: Among the 14 new measures, what are the ones requiring enterprises to submit a guarantee for application? Previously, Customs would only accept the bank guarantees issued by the five major banks. When will other banks be allowed to issue guarantees? 06/04/2014 10:56:07
[Shu Qinfang]: So far, Customs would only accept the bank guarantees issued by banks registered with Customs. Since the bond by bank guarantee will have some particular requirements for the bank qualification and enterprise status. In case of anything unclear, you may consult the customs officer prior to handling the formalities. 06/04/2014 14:17:50
[Net Friend: anonymous]: Can the model of “enter first and declare later” be used for goods under separate airway bills? 06/04/2014 10:56:35
[Shu Qinfang]: After the cargos transported by air arrive at a port, it is necessary for the ground agency to distribute the cargoes to the airway supervision premises outside the FTZ, and the cargoes shall be counted and confirmed by the operators of the supervision premises. Therefore, the model of “enter first and declare later” is currently not applicable for goods under separate airway bills. 06/04/2014 14:18:21
[Net Friend: steve]: In case of customs declaration for any software development attachment, can the model of “enter first and declare later” be used? 06/04/2014 10:57:03
[Zhang Hualu]: Where an enterprise meets the conditions and commodities are not in the category of prohibited or restricted commodities, the model of “enter first and declare later” will be applicable. 06/04/2014 14:18:55
[Net Friend: 7-up and 8-down]: Upon registration in the FTZ, can a company immediately make customs declaration as per method for enterprises in the FTZ? Are there any other formalities to be completed? 06/04/2014 11:01:27
