“QuanYuTong” Brings Steady Growth to Sichuan’s Foreign Trade
[Anon]: I suggest you put a description of what "Online Interview" is on your website. A lot of people don't know. I've paid great attention to your statistics, but there's very little information available and it all has a very strong bureaucratic tone. I noticed you had one episode which was marked with a star, it had a lot of content, and there were pictures to go with it. I hope you can look at statistics more and give us some diagrams and graphs to look at. 06/25/2014 10:10:00
[Wang Hua]: Thank you for your suggestions. Our "Online Interview" mainly interacts with enterprises and the public over the internet, and announces and provides an explanation of Customs policies and work progress. You made a good suggestion and we will consider it when looking at how to improve our program. The red star is because "Online Interview" was rated as an outstanding program by relevant departments. 06/25/2014 11:17:28
[Jiao Tong University Student]: In addition to the "QuanYuTong" model, what else has Chengdu Customs being doing in recent years to promote trade facilitation? 06/25/2014 10:08:08
[Ni Zao]: We've had several reform measures in recent years: 1. In Luzhou and Yibin ports we had single ship transport test to help save enterprises on logistics costs. 2. We reduced the security bond for Customs monitored lorries to one fifth the original costs, returning almost 8 million yuan to enterprises. 3. After the trial of the new carrying forward model between customs special control areas, enterprises have seen a huge saving in costs and increase in efficiency. For example, Intel has saved over 1 million yuan in just a year, and logistics times have been reduced from 3 days to just 1 day. 4. We have introduced several reform measures in customs special control areas such as single examination of the declaration and recording documents, and allowing separate dispatch single declaration. 5. Putting into use the models of paperless clearance, classified clearance, electronic release and arrivals etc. 6.Developing remote enterprise declaration. All in all we've done a lot to help promote foreign trade. 06/25/2014 11:18:51
[Anon]: Is the QuanYuTong only in Sichuan? Chengdu seems to have developed quickly in recent years, is this related to the growth in foreign trade? 06/25/2014 9:58:35
[Ni Zao]: QuanYuTong is mainly focused on Sichuan Province and is the integration of Customs procedures among different places with customs presence within Chengdu Customs District. Chengdu has developed quickly in recent years, and foreign trade is definitely an influencing factor. In the last few years, it has seen an increase of 10 billion dollars a year for the value imports and exports. 06/25/2014 11:20:16
[Anon]: Since "QuanYuTong Brings Steady Growth to Sichuan's Foreign Trade", how is the "QuanYuTong" connected to the regional clearance reform? (From Tencent Weibo) 06/25/2014 9:38:45
[Ni Zao]: The QuanYuTong was designed based on Sichuan's status and in line with the GACC's overall plans. It is a part of the regional clearance reform. We have actually been the first to try and carry out some new practices. We've made several innovative moves. 06/25/2014 11:26:40
[Anon]: Since "QuanYuTong Brings Steady Growth to Sichuan's Foreign Trade", I have an enterprise in Dazhou, in future when my shipment is to leave from Shuangliu Airport, can I declare in Dazhou and have it released in Chengdu? Is there no need to apply for a cross-Customs transfer? (From Tencent Weibo) 06/25/2014 9:38:15
[Ni Zao]: That's right. All enterprises with the B rating and above can use the "Multiple Declaration Points, Multiple Release Points" model to declare in Nanchong (Dazhou doesn't have a Customs administration yet), and have the goods released at Shuangliu Airport. There's no need to apply for a cross-Customs transfer. 06/25/2014 11:26:54
