[Ni Zao]: Yes it is. We have already reached an agreement with Chongqing regarding integrated customs clearance and are currently looking into how to cooperate in this area. We are hoping to achieve substantial progress by the end of the year. The GACC has also made provisions for integration cooperation in the Yangtze River Delta. We believe not only Sichuan will be integrated with Chongqing, but also the customs districts located in the Yangtze River Economic Belt will be connected in terms of clearance integration in the near future. 06/25/2014 11:27:11

[Ni Zao]: Under the "Integration of Free Trade Zones and Ports" model, enterprises no longer need to apply for cross-Customs transfers. This simplifies over 10 steps in the clearance process, saves enterprises around 150 yuan on logistics per shipment, and reduces logistics time by over 3 hours. Under the "Multiple Declaration Points, Multiple Release Points" model, enterprises can choose the declaration and release points based on their own logistics routes. There is no need to have the transport monitored between the two points in customs lorries and this saves 500-1000 yuan per TEU for transport within the province. 06/25/2014 11:27:58

[Ni Zao]: Ensuring security is another of our main focuses. We take security into account when devising these new measures and utilize technology to ensure the safety of goods, for instance we use electronic locking and GPS to improve supervision during transport. [Anon]: Deputy Director Ni, I have three questions I hope you can answer. 1) Is the Regional Customs Logistics Supervision System you mentioned only connected to the "Integration of Free Trade Zones and Ports" and not the "Multiple Declaration Points, Multiple Release Points". Do we only need to make enquiries through the Customs Logistics Services System? After these three systems go online, will there be a detailed explanation of how to use them? 2) Goods which are declared in Sichuan can use the "Multiple Declaration Points, Multiple Release Points" model, but have commodity inspection departments taken any measures to facilitate things? Can enterprises, just like going through customs procedures, have goods declared locally and inspected and released at the ports? 3) Is there a time frame for when the "Three Ones" services between Customs and inspection departments will go into operation? 06/25/2014 10:58:10

The Regional Customs Logistics Supervision System is just one part of the QuanYuTong and is like you said, mainly to help informationize logistics, allow for automatic checkpoint release, and the "Integration of Free Trade Zones and Ports". The "Multiple Declaration Points, Multiple Release Points" model is based on the H2010 customs management system and our optimized processes. Your point about making a user guide is a good one, and we will take it into consideration. 2. This question is better off posed to the inspection and quarantine departments.
